How to fight a ticket: NYC TVB vs. New York town courts
Get a ticket in NYC and there is no plea bargaining, period. Get one anywhere else, including Buffalo and Rochester, and dealing is normal. On top of that, DMV raised point values and stretched the lookback to 24 months in February 2026, so most advice pages you will find are quoting a system that no longer exists.

Question 1
Where did you get the ticket?
- February 16, 2026 changes: higher values for serious violations (school-bus passing 8, injury hit-and-run 5, alcohol/drug incidents 11) and a 24-month lookback. DMV: updated point values
- The Driver Responsibility Assessment: hit 6 points in 18 months and DMV bills $100 a year for 3 years, plus $25 a year for each point past 6. The "$75 per point" number floating around is the 3-year total, not the yearly charge. VTL § 1199 DMV: DRA
- 11+ points in the lookback forces a DMV hearing; 4-6 draws a warning letter. 15 NYCRR § 131.4single source · verify
- PIRP cannot shrink the DRA. The assessment runs on your full pre-reduction point count, so the course softens suspensions, never the bill. DMV: PIRP
- Ignoring a ticket is the worst move in the state: no answer by the printed deadline means automatic conviction and a suspension that sticks until resolved. DMV: tickets
- Buffalo and Rochester are NOT mini-NYCs: their traffic agencies explicitly make plea offers. Most guides get this exactly backwards. Buffalo TVA FAQ
